Illinois Department of Central Management Services

In 2007, IGPA proposed the establishment of a Learning Laboratory for state government. Early discussions involved the Governor's Office of Management and Budget and the Department of Central Management Services. The Learning Lab has the following mandates:

  1. Establish a research agenda around public policy issues of interest to the agencies under the governor.
  2. Propose and implement experimental projects focused on administrative policy and practices.
  3. Create a three-tier education program for policy-making executives, program managers and supervisors.
The Learning Lab became a reality in the summer of 2007 with the creation of two projects designed to re-align the state workforce through the creation of a new classification strategy, and a comprehensive educational program for all state agencies is in development. Funds for this work are provided by the Department of Central Management Services.
